Critical update for WCS server and Chrome 46

Google Chrome 46.0.2490.71 has been released.

We have found a critical error in WebRTC connection with Chrome 46.

To get this working properly, please install latest WCS server update depending on your current version:

1. If your current version is WCS3 (3.0.x)
